New Table Games Approval Procedures

Any individual, developer, or supplier, whether or not a holder of a Missouri Gaming Commission issued Supplier’s License, seeking approval of a new table game for play at a Missouri licensed casino shall:

  1. Submit the following items to the Missouri Gaming Commission:

    1. A scale drawing or photograph depicting the table layout.
    2. A scale drawing or photograph depicting the table sign.
    3. A deck of the cards with which the game is played if other than a standard 52-card deck.
    4. Rules of play, including specific examples and dealing procedures.
    5. Promotional brochures and rules of play & payout schedules which will be available at the table for patrons.
    6. Proposed schedule of payouts.
    7. A complete mathematical analysis of the expected game results if one has been conducted.
    8. House advantage for the table game.
    9. Statement of ownership of the intellectual property regarding the game.

  2. Submit copies of Items 1 – 8 above to:

    Gaming Laboratories International, Inc. (GLI)
    600 Airport Road
    Lakewood, NJ 08701
    and request GLI conduct a complete mathematical analysis of the table game, sending the results to the Missouri Gaming Commission. GLI will charge a fee for the analysis of the game. The individual/developer/supplier submitting the game for approval will be responsible for payment of the fee charged by GLI. An approximate cost of the analysis can be obtained by contacting GLI by telephone at (732) 942-3999.

  3. Advise the Commission when the submission required in No. 2 above has occurred.

Any individual, developer, or supplier who seeks approval of a new table game for play at a Missouri licensed casino, but who does NOT hold a Missouri Supplier's License, shall submit the following items to the Missouri Gaming Commission IN ADDITION to the items already listed:

  1. A signed letter from a Missouri licensed casino setting forth that licensee's interest and intent toward offering the table game for play within their casino.

  2. A notarized statement of intentions as to becoming a Missouri licensed supplier, or if not, how a profit is expected to be made from the submitted game. Specify the manner in which payment will be made by casinos at which the game is offered for play. Include a copy of any proposed agreement with respect to receipt of payment.

  3. A notarized statement that the individual, developer, or supplier submitting the game agrees to pay all costs for shipment, inspection, and incidental costs documented by the Missouri Gaming Commission and/or GLI in connection with the examination and evaluation of the game.

  4. A notarized statement acknowledging that the individual, developer, or supplier submitting the game; any employee of such individual, developer, or supplier knowledgeable in the development and play of said game; as well as any relative of the above individuals within the second degree of consanguinity or affinity is prohibited from playing said game at any Missouri licensed gaming facility.

  5. A listing of all states in which approval of this game has been sought. Also indicate the status of the approval request (i.e., pending, approved, disapproved).

  6. A list of names of persons with whom the Missouri Gaming Commission may discuss aspects of the game.

The Missouri Gaming Commission reserves the right to require any additional information it deems necessary to ensure the game meets the requirements of Missouri statutes and Code of State Regulations.

Applicants may be required to travel to Jefferson City to demonstrate their game. Any equipment necessary to demonstrate how the game is played should be brought to the demonstration.

NOTE: Cards, dice, chips, and tokens, as well as electronic gaming devices, controllers, and game management software, are considered gaming equipment or supplies in the state of Missouri, and Missouri licensed casinos can only purchase such items from Missouri licensed suppliers.

Once all information has been received, the analysis performed by GLI, and the results of the analysis forwarded to the Commission, the new game will be evaluated and a summary and recommendation will be made to the Commission. Once the Commission has taken action on the request for approval of a new game, the applicant will be advised of that decision.

NOTE: Games of skill not enumerated in statute or variants of previously approved games will be set for public hearing in accordance with §313.800.2, RSMo.

The applicant must satisfy all expenses incurred by the Missouri Gaming Commission before the game will be approved for play in the state of Missouri.
