David Welch: Director of Legislative David Welch, Director of Policy & Legislative Affairs is a life-long Missouri resident. David is admitted to practice before the United States Supreme Court and the Missouri Supreme Court. He is a member of the Missouri Bar Association and American Bar Association, currently serving on the Gaming Committee of the Section on Business Law and the Gaming Committee of the General Practice Division. He was educated at Westminster College in Fulton, Missouri where he received a B.A. in 1976 in Political Science and Public Speaking. David received his J.D. from the University of Tulsa in 1978. He has served as Director of Elections for St. Louis County, a Commissioner of the St. Louis County Port Authority and was appointed by President Ronald Regan to the United States Architectural and Transportation Barriers Compliance Board. Additionally, he has served on both the St. Louis County and Missouri State Boards for the Association of Children and Adults with Learning Disabilities and on the board of the National Network of Learning Disabled Adults.
