MISSOURI GAMING COMMISSION

OPEN SESSION MINUTES

October 25, 2004

The Missouri Gaming Commission (the “Commission”) went into open session at approximately 5 p.m. on October 25, 2004, at the St. Jo Casino, St. Joseph, Missouri. Present were Commissioners Bartch, Hinrichs, Gant and Hartsfield; Executive Director Kevin Mullally; Chief Deputy Director Steve Johnson; General Counsel Mike Bushmann; Captain Bob Bloomberg; Licensing Manager Donna Watson; Assistant Attorney General Jane Rackers; Public Information Officer Harold Bailey; and Administrative Assistant Angie Franks.

Sgt. Jim Elder, assigned to the St. Jo casino, explained to the Commissioners and staff the MGC surveillance cameras and gave a description of how they were used. Commissioners and staff toured the facility and the General Manager explained the operation of the boat. They examined the slot machines and table games and learned of the St. Jo gaming market in general.

The meeting adjourned at 6 p.m.
