MISSOURI GAMING COMMISSION

OPEN SESSION MINUTES

APRIL 19, 2004 THROUGH APRIL 21, 2004

 

During this trip, two significant meetings occurred that were narrowly and specifically related to the ongoing selection process to establish a priority for investigation in the south St. Louis market area. The following represents a summary of those investigations.  All commissioners and most/all of the commission staff were present for these discussions. 

 

April 19, 2004

Belterra Casino, Indiana

 

Representatives from Pinnacle Gaming and the above-mentioned individuals met in a meeting room at the casino and the following topics were explored in general conversation:

 

1.            Pnnnacle Gaming's interpretation of the 1,000 foot rule;

2.         The time line for development of the Missouri properties;

3.            Environmental and permit issues attendant to the Lemay site;

4.         A change in emphasis by Pinnacle relevant to the high rise vs. low rise issue in St. Louis; and

5.         A revisit of Pinnacles proposal in terms of scope, size and quality.

Isle of Capri Casino, Biloxi, Ms.

 

Representatives from Isle of Capri Gaming and the above-mentioned individuals met in a lounge/restaurant at the casino and the following topics were explored in general conversation:

 

1.         Tax and revenue considerations attendant to the IOC proposals in Missouri;

2.            Mitigation of the Lemay site by IOC;

3.            Explanation of IOC's intent to build vs. existing properties;

4.            Presentation by the Biloxi Mayor on IOC' civic mindedness; and

5.         IOC indicated they would build in St. Louis only if NOTHING in county.
