Commission held the following meeting at the Courtyard

Hotel, Adams Pointe Conference Center, 1400

East Coronado Drive, Blue Springs, Missouri, on
9 the 24th
day of October, 2001, commencing at 9:00 a.m.

morning of that day, said meeting having been
11 called
by members of the Missouri Gaming Commission,

to the issuance of due notice to all parties

for those who don't know it, this is my last
5 meeting
as a member of the Commission. And I'm
not
6 going to
make a speech tonight or anything like that,
7 but just
to say it's been a very, very interesting
8
ride. Kevin?

COMMISSIONER SMITH: If I might
add, you've
10 been a
pretty good captain, too. We might also
11 mention,
at the end of the official program we're
12 going to
have a few more words to say about you
13 at lunch
today. I don't think they're going to
be
14 very
pretty.

staff, to thank you for your leadership and

direction over the tenure of your chairmanship and as

commissioner. It's been excellent. We've enjoyed

with you, and I know a lot of the guys from
25 patrol
have worked with you in the past and enjoyed

informational item. In the wake
of the September 11th
21 tragedy,
I think all of us had to heighten our
22 concerns
about emergency preparedness. I'd like
for
23 Steve
Johnson to come up and say a few words about
24 what the
staff has done to insure that the various
25
properties and the commission offices are prepared for

of an emergency situation. Steve.

MR. JOHNSON: Good morning, Mr.
Chairman,
3 members
of the Commission. And, Glenn, on
behalf of
4 the
Highway Patrol, thank you for your services as
5
chairman.

CHAIRMAN ULLERY: Thank you.

DIRECTOR MULLALLY: There's been
a significant
8
inconsistency noticed in the emergency plans from
9 property
to property. And this, of course, has
been
10 brought
to a head by recent events that involved --
11
COMMISSIONER NIKOLAISEN: Excuse
me, Glenn,
12 I can't
hear what anyone is saying outside of the
13
commission table.

CHAIRMAN ULLERY: I don't think

MR. JOHNSON: Okay.

MR. JOHNSON: I know as members
of the
19 industry
out there, to see me sitting at this table is
20 a
horrifying sight. I apologize.
21 Mr.
Chairman and members of the Commission, as a
22 result
of an overview of the emergency plans that
23 exist
now from property to property, and in view of
24 recent
events that caused at least one evacuation to
25 occur in
a casino in Jersey City, we've undertaken the
CROSS REPORTING SERVICE, INC.

comprehensive review of the emergency plans, property
2 by
property, and our involvement in the handling of
3 any
extra circumstances that might occur.
As it's
4 been
noticed, we have noticed a significant
5
inconsistency in terms of quality and format in these
6 plans.

It's important to note that the plans existed in
8 each of
these properties, but were not entirely
9
comprehensive in any case.
10 Our
training coordinator, Chris Baker, has been
11 tasked,
actually, with the responsibility to bring
12 these
plans into compliance, with format and content
13 being
the primary consideration.
14 In
terms of priority, patron and employee
15 safety,
of course, remain number one. Patron
and
16 industry
assets, number two. Key control
surveillance
17 and
internal security issues, and those protocols
18 being the third item that we're
addressing
19
specifically.
20 To
date, we have met with respective hazardous
21
materials and emergency services coordinators, in each
22 of the jurisdictions that have a property,
to
23
establish a plan for immediate implementation should a
24
biohazard or other emergency situation, as the
25
situation should occur. And
those plans are in place.
