CHAIRMAN ULLERY:  So, we’re all present then.  Mr. Director, we only have two resolutions, is that correct?

EXECUTIVE DIRECTOR MULLALLY:  That is correct.  We have two, consideration of two supplier renewals and Lt. Wilhoit is here to make the presentation.

CHAIRMAN ULLERY:  Lets do it.

LT. RICK WILHOIT:  Good morning Mr. Chairman and Commissioners.  Two background investigations to include criminal history checks and tax reviews of the following suppliers and their respective key persons have been conducted in conjunction with their relicensing.  As a result of the investigations, the following two suppliers have been found suitable for relicensing by the Commission:  Anchor Coin Inc. d/b/a Anchor Games and IGT-North America.

EXECUTIVE DIRECTOR MULLALLY:  Mr. Chairman the first resolution for your consideration is 01-042 regarding Anchor Coin.

CHAIRMAN ULLERY:  Do we have any comments, changes, motion?

COMMISSIONER ADORJAN:  I will move approval of Resolution 01-042.

COMMISSIONER SMITH:  I guess I had better second it.

EXECUTIVE DIRECTOR MULLALLY:  None from us unless you have any thing.

COMMISSIONER SMITH:  Glen, how did your meeting go with the legislative commission?  I’m sorry that my memory failed me and I forgot about it until it was too late.

CHAIRMAN ULLERY:  I thought it went very well and Kevin has indicated that comments following the meeting and the days after that they were well pleased.  Is that right, Kevin?

EXECUTIVE DIRECTOR MULLALLY:  Yeah, from all reports it was a home run.  They really had a number of comments that they appreciated that the Chairman would come.  None of the other commissions were represented, except the Horse Racing Commission.  I guess there was somebody there.  But, I’ve had a number of comments from both members of the House and the Senate that they thought our presentation was thorough and hit all the key issues.  So, we think it was a positive thing for us.

COMMISSIONER SMITH:  Did they raise anything about Nixon’s bill?

EXECUTIVE DIRECTOR MULLALLY:  Very briefly.

DEPUTY DIRECTOR PATRICIA CHURCHILL:  Really just in passing.

EXECUTIVE DIRECTOR MULLALLY:  Yeah.

DEPUTY DIRECTOR CHURCHILL:  They made some mention of it but there wasn’t any discussion of it.

CHAIRMAN ULLERY:  I think you had to know what they were talking about to realize it had been brought up.

EXECUTIVE DIRECTOR MULLALLY:  I kind of indirectly headed that off.  There was one section of our presentation where we focused on all the work that has to be done at the local level before anything even comes to the Gaming Commission.  So, I kind of explained to them that the Commission doesn’t really go out and seek to place these casinos.  In order for anything to even come to the Commission first a company has to decide they want to invest in Missouri, they have to go to the governing body of the local jurisdiction and convince them that it’s a good idea.  Then they have to put it on the ballot.  Then the voters have to decide that they want to have gambling in their community and then in most cases the company has to negotiate a development agreement with the home dock community and then the home dock community has to submit a plan to the Commission setting forth the economic development plan for the riverfront development, the number of licensees they would like in their jurisdiction and the recommended licensees.  So, all of those things have to happen before the Commission even makes initial consideration of it and I think that throws a lot of cold water on Nixon’s idea that we’re out there like a Department of Economic Development.

CHAIRMAN ULLERY:  I talked to three of the players on the Joint Committee, the Chairman.  His comments before and after were very favorable to me.  The other two I’m sorry, but I’ve forgotten their names and Kevin it was the Representative that sits back up in the far left corner as we faced them.

EXECUTIVE DIRECTOR MULLALLY:  John Griesheimer from Washington County.

CHAIRMAN ULLERY:  Right.  His was generally favorable and he was, I kind of read maybe he might have been anti some things but during our conversation they didn’t come out.  Then the other one was the young Senator up on the center right and his name fails me.

EXECUTIVE DIRECTOR MULLALLY:  John Louden from Ballwin.

CHAIRMAN ULLERY:  Yeah.  He again seemed to be very positive.  The others,  I didn’t get a chance.  They had to leave for other things and so on and so forth.  So, I was well pleased with it.

EXECUTIVE DIRECTOR MULLALLY:  I was very pleased.  I had a very good conversation with Louden afterwards and you know, he’s very anti-gaming, very anti-gaming but he thinks that we do a good job so.

CHAIRMAN ULLERY:  Yes he did.  He told me that.  And you’re right.  He is anti but wasn’t blaming us  for anything that I got in that particular meeting and that was after the meeting.

EXECUTIVE DIRECTOR MULLALLY:  I think that also you talked to Representative Dolan and he’s from St. Charles and the St. Peters area.

CHAIRMAN ULLERY:  Yes I did.

EXECUTIVE DIRECTOR MULLALLY:  He had some very positive comments too.

CHAIRMAN ULLERY:  I forgot about him.

EXECUTIVE DIRECTOR MULLALLY:  He’s the flip side.  He’s a Republican who is very pro gaming.

CHAIRMAN ULLERY:  Well, ok.

COMMISSIONER SMITH:  He’s got a boat in his district.

EXECUTIVE DIRECTOR MULLALLY:  Yeah, that usually affects it.

COMMISSIONER SMITH:  Well, I think it was an excellent idea for you all to do that and you should be commended.

CHAIRMAN ULLERY:  Well, I’m glad I could make it.  I had to bow out one other time and Bob I understand you did a very good job that time so I appreciate that.

Do we have any other business?  Joe, are you doing ok?

COMMISSIONER ADORJAN:  Everything is going great.

CHAIRMAN ULLERY:  Good, good.  Anybody got anything?

COMMISSIONER SMITH:  Nope.
